A series of planning, preparation, and land-based construction and support activities were performed in 2017 and 2018 to prepare for in-river construction. The planning activities were performed within the Arconic facility property and along/in the river and included the following:

• Expansion of the secure landfill on the Arconic Massena West property to provide for the safe storage of sediment and soils removed during the remedial action.
• Construction of the staging area just upstream of the Route 131 Bridge for handling of sediments and capping materials.
• Remediation of upland areas along the north shore of the river just downstream of the Alcoa Bridge.
• Preliminary capping work in small areas near the staging area to verify construction sequencing for the armor cap in certain portions of the river.
